I understand Wm C. Fleming of this place a private in the "Monmouth Dragoons now of the 1 Reg of Cavalry is an applicant for the appointment of Sergeant Major of that Regiment He is an energetic intelligent young man - I think he will make a good officer and if the appointment is within your province - I should be very glad if you would appoint him.
