Am in receipt of your letter of 7th inst. from Washington - and am sorry the telegram did not reach you sooner. I still hope your arrangements are not so far matured as to prevent cooperation in forming a regiment. The companies to compose the 3 regts accepted now under orders to proceed to Camp Butler are of the best material the State affords, and it occurs to me that a regiment formed under State auspices will secure a more speedy & satisfactory organization
than to leave the labor of procuring necessary material to individual effort.
It is possible that the supplies you have procured may be turned to State account.
It is my great desire that the Officers of all the regiments be selected solely on their fitness for the respective positions and would cheerfully consider such names you might be pleased to propose and advise with you particularly in relation to those connected with your regiment, in fact leave the distinctive features of the organization &c to your judgment and discretion.
