Dear Sir - I have your favor of 19th You cannot speak too highly of Col. William Meyers I consider him the first Officer of his class in the department He has managed the important depot at St Louis with marked ability, and his labors and responsibilities have been immense
Capt Chapman is a good Officer in a subordinate place. He is not qualified for the head of the Forage Department, which under the new law will be a Bureau. He is suited for the charge of a local branch and for this I have myself recommended him
