Maj. Gen. Rosecrans
General,
As it is perhaps not altogether proper for me to say any thing to you upon the subject of the officers you are to recommend for my appointment yet I without any feeling to dicate in the premises I feel it due to the highly respectable names attached to the foregoing recommendation to call it to your attention, and to say that I believe both Maj. Abbot and Maj. Kuhn are most gallant and deserving officers, and that should you see proper to recommend them I shall very cheerfully issue them commissions, and that I have no doubt they would come up to your high standard for officers. At the same time General I shall be happy to commission these or such officer (citizens of Illinois) whom you in your good judgt shall recommend
