Chicago Illinois
Nov 15th 1864
Gov. Yates
Sir
There will be mustered out and paid of Illinois Troops about day one hundred and twenty Regiments between this time and the first of Sep 1865 at Chicago and Springfield.
To pay each Reg it will take about $40.000. - $5,000000. It will take about $1,000000. to make the local currant payment.
Wisconsin troops that will serve their time out, and return and be mustered out and paid in the next year. I learn will be about thirty, and will require about $1,300000.
And will require the services of say three or four paymasters.
If Illinois and Wisconsin were made into a Pay Department it would require Seven or eight Paymasters for Illinois and three or four for Wisconsin, and the disbursements would amount to about the sum of from $4 to eight million of dollars
Yours respectfully
