                                     Governor;

   I would respectfully recommend that John Spensely (who has enlisted as a private in the 45th Ills Vols be promoted to a Lieutenancy. Mr Spensley formerly belonged to the 16th Wisconsin and served with credit to himself.  I have known him personally for a long time.  In the field and as a private citizen. and have no hesitation in recommending him for the position
