Dear Sir
A few days ago I came to this place for to collect Govt Cattle that had been driven from Govt Transports by the Rebbels in their late raid in Ky. & on the Ohio River I have collected about 325 head.
I am informed by Mr Sellers who is quite a gentleman & entirely reliable that Robt Riley Howard of the 48th Ky is in this Co Recruiting for his Reght. Also One Marble is raising a company for the same Regiment. he (Marble) told me himself that he had 32 recruits for the 48th Ky. Regt.
I take the liberty to inform you of their proceedings. Believing that they have no authority to recruit men from Illinois for a Kentucky regiment. Besides we have skeleton regiments of our own to fill up by the fall that is full up on us for over 16000 men. While Ills has always furnished the numbers of men required I can not think it just for our noble State to fill up Ky Regts which might have easily been filled up by men from his own State but for Armed Nutrality.
