Dr Sir: I would be pleased to receive an appointment as Colonel of one of the Infantry regiments now in course of being raised in Illinois under your supervision for the service of the Federal Government; and I respectfully apply to you for the same, hoping if you consider my appointment consistent with the good of the service and the public interest that my wishes in this respect may be gratified
