Gov. State of Illinois
Dear Sir, I am ready to examine the claims of the State of Illinois and pay the same, as far as I can in compliance with instructions received from Gen. [Moriges?]. From these claims must be excluded all arising from three months volunteers, all upon which forty [per. centism?] has been paid by the General Government, sixty [per. cent.?] being retained by the U.S, and all that are to be paid from the appropriation for the collecting drilling + organising volunteers." The State Authorities will therefore please certify to me that none of the claims presented aside from three months volunteers, these one million will be audited + allowed according to the Army Regulations and set aside without fragment and all after claims audited + allowed will be paid to the State until the amount sent for that purpose is exhausted. The claims must be supported by proper vouchers duly certified by the State Authorities. None will be paid by me that have not been audited by the Army Auditing Board of the State and approved by the Executive. I had a conversation with Judge Thomas last evening on this matter + he said he would see you but I learn that he has not done so. As far as I am concerned the business will be attended to as expeditiously as possible.
