Your note in reference to the Hoffman Dragoons is received -- The State authorities are well aware that from the moment of my arrival here, it has been my wish, in accirdance with my orders, to take charge of the Q.M. Dept & to furnish the Illinois Vols. with every thing permitted by the Q. Master regulations, but they have not only retained the duty of clothing the Vols, but have intimated that they intend to continue on and heretofro - Had the business of my Department been transferred from the State to the U. S. I should be now able to at once comply with the request you make, as it is the Vols. must look to the State for clothing until the change is made
