Col. J. D. Webster
Dear Sir
I received your letter, and should have answered earlier, but for seavere and long continued indisposition, from which I have not yet recovered, though now I am recovering.
I tender you the Colonelcy of the First Regiment of Illinois Artillery, and desire you to come to Springfield immediately as I desire to consult you with regard to the assignment of companies and the organization generally. I am now receiving the caissons and other equipments for batteries. Ther will be two Regiments of Artillery and this makes it the more important for
you to be here as I am now desiring to organize both.
I have appointed a person to the post of Engineer in Chief to which I heretofore appointed you, and I desire him to enter immediately upon the discharge of the duties of that office, as there are matters requiring his immediate attention.
Please come to Springfield & oblige
Yours truly
Richard Yates
