Sir:
Yours of the 11th inst was duly received & contents considered.
In reply I beg leave to say that "Weeks since I explained to you both here and in Chicago" the policy which the state had adopted in relation to the appointment of its own agents and officers in its own camps of instruction in this state and I am instructed to say that such policy has not been changed.
While the state will not permit its

camps to be controlled by United States officers it will endeavor to render any reasonable facility to agents of the General Government in the discharge their duties, and it is to be hoped that the agents of the State & General Government may act in harmony in the furtherance of the great object of furnishing our troops and putting down treason.
An early consolidation of our forces in this state will take place and the difficulty you [specially?] refer to will then be obviated. In the mean time the Post Quarter Masters are authorized to make requisites for squads & [unalligned?] companies in camp
