Mattoon Ill Aug 16th 1865
Hon Richard Yates
Dear Sir
Yours of 14th is just at hand in compliance to the request therein made I send you the names of some of the union men of this County. My long absence in the army and not having any records before me make it somewhat difficult to get up all the names that I would wish, but such as I here send are reliable. I read the speech you made at Elgin on 4th July last and heartily endorse the principles enunciated in it but I find the union men of this section of Country somewhat
divided on the "Sufferage" question I think however they will all come in to the track soon. I am Governor Very truly yours James M. Tone
