Dear Governor;
I was much disappointed in not seeing you before you left for Washington I thought it important for many reasons, and among them on account of Examining with you the accounts of the Enrolling Officers.
The accounts we have carefully examined and have cut down where it seemed necessary.
These accounts go forward by Express to night and I think it very important that you approve them, take them to the proper officer and have them paid immediately.
Many of the officers have advanced money months ago for expenses and pay to deputies and are really in want of the money.
Account of Effingham and Lake Counties not returned. No Accounts of Saline and Warren because no enrollment. Hamilton and Carroll sent accounts not returned in duplicate and have been sent back to them for correction.
The week has been busily occupied in going
over again all applications for Commissions and last night the list was completed and runs up to about 200.
I commence this evening on new regiments and hope to finish by Wednesday or Thursday.
Forwarding these commission is of the utmost importance Gen Rosecrans writes an urgent letter and says that under recent orders of the War Department the officers cannot receive pay until they receive and accept their Commissions.
I have no instructions about signing these Commissions and have telegraphed Govr. Hoffmann whom I suppose to be your representative in your absence, inquiring when he will be here and what is to be done.
The commissions referred to are only for Company officers.
Your mail sent here has been attended to and I trust during the present week every thing will be again brought up.
In reference to the future, matters look dark. Evrything seems to depend upon Vicksburg. If it falls all right, If not there is trouble in store for us.
There is nothing particularly new. I notice that Col Noble is mustered out of service for alleged grounds of inefficiency. Cant you have him immediately restored.
Halleck is at the bottom of it and Mr Lincoln ought to promptly overule him.
I understand that Butler and Dubois received twenty-five thousand dollars from Colonel Dunlap on account of previous advances to him, and that they intend to hold on to it for you.
