Colonel:
Between this time and the 1st of Sept 1865 about one Hundred and twenty Illinois Regiments will be mustered out and paid off at Chicago
To pay these it will require from five to six millions and the services of three or four Paymasters.
In addition to these there will be about thirty Wisconsin Regiments whose term of service will expire, and who will have to be mustered out and paid off during the next year for whom it will require the services of
three or four Paymasters.
In view of the above I would request that Wisconsin and Illinois be formed into a Pay Department and it would give me pleasure to see Major R. L. Wilson Pay Master U.S.A. who is now stationed at Chicago appointed Chief Pay Master of the new Department
I am personally acquainted with Maj Wilson and know him to be a very effecient officer and an honorable gentleman.
By giving this matter a favorable consideration you will oblige.

Requests that Wisconsin and Illinois be formed into a District and that Maj R L Wilson be made chief of same
Respy referred to Major Will Cumback for report. Are there not enough officers already on duty in these two states, and is there any necessity for creating a new Pay District?

I do not think there is any necessity for any more Paymasters in Ill or Wisconsin or that a new Pay Dist would in any degree facilitate the prompt payment of the troops.
The troops in those states (Ill & Wis) as well all the others as the Dist have been promptly paid and I am not aware that there is any complaint from any quartermaster with the present arrangement
