Dear Sir
At the instance of Captn. Wm. C. Rhoades of the 30th Regt. Ills Vols, we write to ask on his behalf his promotion and appointment to the office of Major in said Regiment, to fill the vacancy occasioned by the death of Major McClurken.
Captn. Rhoads is from this county, has from the first been right on the Union Question, a good man, and a Republican, and as he assures us, has the good will of the Officers and men of his regiment, and that they favor his appointment to the post he desires. That he is competent, we assume from the fact that his comrades favor his promotion, he is from the central part of the State, while his Colonel & Lieut. Col. are both from the Southern portion thereof. Now these are the facts as we understand them, and although at his request we write you, we do so willingly, and the more readily, because we know him to be a high minded, honorable gentleman, and ask, if not inconsistent with your own views, and the efficiency of the service, and the interests of the State, the bestowal upon him of the appointment.
