Dear Sir!
Your's of the 28th is received. I had a full conversation with Col. Allen, and he very magnanimously said that though he had incurred much expense, & had set his heart upon doing what he could, in your Regiment, yet, he would not suffer his personal wishes and interests to stand between him and his Country, and that he would tender his resignation. I presume that Maj. Hay occupies the same position. As they have placed their resignations in your hands, this leaves you at liberty to fill up your Regiment, - the obstacles, as you viewed them, now being removed.
I had hoped, and still would hope, that some arrangements could be made, by which you could be filled up, and these excellent gentlemen retain their places; but as this,
perhaps, could not be effected so soon as might be desirable to you, you had better accept the resignations, and proceed to fill up by other appointments.
Today, I suggested to Mr. Crouch, and also, to Col. Hunter, to join you; I do not know that they will give it much consideration.
