Springfield March 14th 1862
Dear General,
Please consent that the 11th Missouri Regiment shall be designated as an Illinois Regiment. It is composed almost exclusively of Illinoisans. At the start they desired to be accepted into the Illinois service, but our quota was full and I had to refuse them. Now let Illinois have the credit for her troops and no more. I have a brother in the ranks of that regiment.
I submit whether under Gen. Order No. 18 (Washington) I am not bound to consider this an Illinois regiment? Among other things that order says “Wherever a Regiment is composed of companies from different states it will be considered as belonging to the state from which the greater number of companies was furnished for that regiment.”
I introduce my friend Edward Kitchell,
Esqr. a young but prominent lawyer of Southern Illinois, and a gentleman of high respectability to whom I request you to give a short audience upon the subject of this communication.
