Dear General
Although Col Cavanaugh has been a long life personal friend of mine, yet I must confess that he turns up inadequate to his post. I am inclined to think he is a little deranged, evidently the Regiment is severely, very severely suffering under his Administration.
I believe it absolutely necessary that something should be done immediately I have felt always so kindly towards him & still do that it is with great regret I thus write, dictated only by the good of the service, and I would like what I say to be considered
confidential If however you should consider it your duty & for the good of the service to use this communication I shall have to consent.
I have very abundant information besides the enclosed copy of letter for this course. The case I regret to say, is a very palpable one.
