Mr Hatch

Dear Sir

It strikes me that the election referred to in S. B. Tucker's letter if properly contested would be set aside. The object of voting by ballot is that each man may vote as he pleases and independently and not from fear or favor and therefore how he votes is known only to himself but this was defeated in this instance. What is your view? If you agree with me how is the thing to be reached?

Please examine & let me know your opinion.

Truly yours, Richd Yates

Gov Yates

I dont see how you can go behind the certificate of the County Clerk - which is regular. I have issued a commission.

See 662. Purple Sec 13

Respectfully Yours

April 21.1862 O. M. Hatch
