Dear Sir,
I have been making an effort on behalf of a young man, Charles H. Machin, of Taylor's Battery with the view of getting for him a commission in the Regular Army, but I am informed by correspondence between Mr Arnold & the Sec of War that promotion from volunteer service cannot be made to the regular service, but "promotion in the service should be made only in the respective branch" and no transfers can be made.
Machin was in the battle of Belmont & Donelson & was wounded at the latter place, & were it not for the "absolute rule" he would have a commission in the Regular Service. I forwarded to Mr Arnold letters from Capt. Taylor & some of our best Citizens in behalf of Machin, which seemed to be satisfactory & sufficient, for the purpose but of coures the rule stood in the way.
I wish to ask you if there would be any prospect for his promotion in the volunteer service of Illinois provided I can
satisfy you as I did Mr Arnold & Mr Stanton that he was worthy!
He is a lawyer by profession, was wounded at Donelsen at the close of the engagement on Saturday, after having marched from Fort Henry & stood by his gun all through the battle. He also behaved well at Belmont. He sought a Lieutenancy in the Regular Army & prefers the Artillery service.
He was partially promised a position on Gen Quimby's staff before the Genl left Rochester; but that appointment is uncertain
I am not advised what your practice is in regard to promotions.
