Keithsburg April 27th 62
Gov. Yates
Dear Sir
Circumstances in relation to our national troubles leads me to infer that it may be thought advisable to increase the medical Staff of our army
If so allow me to say that if needed my Services are at your disposal prefering to be attached to some one of our Ills Vol Regts
I have my certificate for having passed a successful examination before the army board of "regular service" bearing date/49 - have diplomas
from two several medical schools of the city of N York studied as private pupil in the office of Profs Mott & Van Buren of that city - after which I served three years in the capacity of assist Surg. in the wards of Bellview hospital & for the last eight years been actively engaged in medical & surgical practice in the Mississippi valey
If desired I think that I can obtain a letter from each member of the profession in this county
I have thus refered to my standing in our profession with more of frankness than I should venture to adopt under other circumstances
- have been induced so to do under the imprefsion that at this time we have not any board of examination in session & that my papers together with a conversation with some of your medical friends would be satisfactory to you
I have choosen to address my offer of Services to yourself under the impression that under our volunteer system that the Governor's of states are permitted to manage the volunteer Corps as they may deem best with but little interference upon the part of General government
For reference as to moral and profefsional character I would cite you to N B Beauford Col 27th Regt Ills Vol
Capts Shedd & Burnett of the 30th Regt of Ills Vol & Jno. S. Thompson a Judge of this judicial district.
If you have need for my services please inform & I will wait upon you & Springfield at short notice
Yours Truly
