To His Excellency:
Richard Yates
Governor & Commander in Chief,
Springfield, Illinois;
Governor: As the Governors of the Western States, following the example of those of the Eastern, are sending agents to the "Army of the Potomac," authorized to look after the welfare of their troops, in such situations as they may be found; I presume that you, in following out your plan of ministering to the wants of your soldiers wherever they can be reached, will depute some person for that object East. Late events in New York, where no one was found, to attend to Western soldiers, seems to show the need of someone to care for them.
If you have decided to send such agent, I very respectfully request, at your hands the appointment as such authorized agent
Remuneration, if any be attached to such mission, is not the object. Expenses being paid, diligence and attention will be given to the matters entrusted to my care.
