To His Excellency Richard Yates Govner of the State of Illinois Springfield, Ill.
Dear Sir:
Illinois is my adopted State. I entered the service in the 8th Regt. Illinois Cavalry, at Macomb, where my family resides.
I have been expatriated from N. Carolina, where I had gone with a very flattering letter from Head Quarters to Genl. Burnside, with the privilege of goining him in a civil or military capacity.
I feel anxious to serve my country in whatever capacity I am capable. Can I serve you in any way?

P.S. I should be glad to raise a company in Illinois, for the service, if there is time for me to return and do under the last proclamation of the President, which I have not seen. H.H.H.
