Sir, I beg leave to say that I have labored constantly for forty days raising the Regt now in camp at Anna of which Dollins is Elected Col. I now say that if the Gov will give me a Commision for Col. for the next to organise out of the companys now reddy that I Provide Temporary Camp and furnish Subsistance my Self at the rate of 40 Cts per day. I would like to rendezvos at Cairo. Sould my Proposition be accepted, I would refer to D.L. Phillips and Col Dubois. hoping to get your reply at once by Telegraph I have the Honor to
