Dear Sir
The enclosed has been handed to me with a request that I forward it for your consideration.
It was drawn up under the impression, that from the regt. now in the field, you would appoint some Capts. & Lieuts. to the new, whether this impression is well founded, I do not know.
I cannot think, that the recommendation, coming from officers in the field, under whom he is serving, can be strengthened by aught that I may say, nevertheless, to guard against the probability that young Fishback may be confounded with others of his name, I will add, that both he and his Father, Wm H. Fishback, from the begining of our troubles, have been men of unquestioned loyalty.
