Dear Sir,
We found the condition of affairs such on our arrival at Washington (altho we received every assistance from the President which we could ask) that is was utterly impractacable to think of getting Genl. Turchins old Brigade withdrawn from its present position. The department however will give him a new command; but you know his high sense of honor is such as to incline him not to accept it, unless the old Brigade can go with him, & upon consultation with a number of our leading citizens it has been thought best to suggest to you the propriety of employing him in the organization of the malitia of our State; unless you have made other arrangements.
We consider the emergency one of imminent peril of our country. Will you let us hear from you at once, so that we may govern our advice, and action as circumstance shall warrant.
