Upon the recommend. of the offic. of IId Regt. Ill. Art. Rev. Mr Merrit was by me appointed Chaplain for sd Regt. - Le Hill. U.S. Must off declines to muster M. into service, believing that he is not Authorized to do so under Gen order M 12h 83.

The Regt. in question is an old one and has field and staff officers, with the except. of Chaplain. It is desirable that you should decide whether order M 12b 3 3 is applicable in the above case. Should your decision be in the affirmative I would respectfully urge the propriety of granting special permission in this case. [JC?]
