Alexander Williamson sends a telegram from the Treasurer's Office to Mary Lincoln in care of her son Robert regarding relief and benefits for Mary Lincoln as well as a Sanitary Fair contribution made by her. At the bottom of this telegram, D.H.B. [Probably David Homer Bates] affixes a postscript asking "P" whether or not Mrs. Lincoln's franking priviledge applies to telegrams.
