Richard Yates.

Governor of Illinois.

Springfield. Ill.

Governor:

I have the honor to inform your Excellency that I have received orders from the Pro. Mar. General, to commence the Draft on Monday the 19th inst. beginning, as far as practicable, in those Districts and sub-districts where there is the least volunteering going on. The quota of every sub-dist under the present call is ordered to be filled, & the Draft to continue until it is so filled, Either by volunteering or Drafting.
