Dear Sir. I herewith send you a pamphlet and circular containing a statement of the advantages of Mann's infantry and cavalry accoutrement.
After being fully satisfied of the [illegible] superiority of these accoutrements - I have taken an interest in the matter and am now
engaged in urging their adoption by the General & state governments.
We are now manufacturing a large order from the War Department and I feel confident that they will be adopted by the United States as the Regulation accoutrement. We are also negotiation with the State of New York to Equip her militia.
I would respectfully ask that you look into this
matter and if you approve as I have no doubt you will, that our direct the proper officer to contract with us to furnish the militia of your state.
We will furnish you at the same price paid by the United States at the date of Contract.
