Sir,

Can the wives of U. S. Soldiers prisoners in the hands of the rebels draw their husband pay? If so, please refer me to the proper department or officer - There are a number of destitute families in our midst whose husbands and fathers are prisoners and I am led to make this inquiry with a view to relieve, since our Butternut Co officials are unwilling to make any appropriation for the relief of the families of our brave but unfortunate defenders. If you can give me any information in regard to this matter it will be thankfully received -
