I wish you to issue orders to the various companies which have filed their rolls as Militia Companies to meet and drill and so far as can be done for them to form their Regimental Organizations - and as far as in you lies to bring about the best militia organization you can under the present law. Although the Government has so far refused us arms they will be furnished when the emergency comes which
is not far distant - so let us do all we can to be ready to meet it - You know that for more than a year I have urged this policy over & over again - Do not for one moment longer neglect bending your energies to bring this about.
