Dear Sir
I have delayed acknowledging the trust confided to me by your Excellency, partly, from pressure of engagements and partly from uncertainty whether I should wait official notification of my appointment.
I was disappointed in not being able to meet you at Mr Woodworths during your late visit to Chicago to obtain a further explanation of your own views in regard to the use and distribution of the lands granted by Congress to this State for the benefit of Agriculture & the Mechanic Arts.
In [illegible] the enquiry
you have submitted to the Com. it has seemed to me best as a preliminary measure to invite parties representing different sections of the State intending to apply for any portion of this fund, to prepare a written Statement - and forward it to the Committee. That after allowing sufficient time for such application, the Com. should meet in Chicago to canvass and compare these claims, and make out its report and recommendation.
It seemed to me also that the Governor himself should be present with the Com. to aid their counsels and ensure harmony in their report.
