Gov of Ills your honor will plias allow me the under signed Citizen of the above County and State to ask your attention to Some of the most outrageous and disgracefull Expressions in a public Speach by one Edward Barrett livin in the South East part of this County to an ordinence of germans in which he told them that they had taken an oath to Support the Constitution of the united States and olde Abe has violated his oath and the Constitution. thirteen times and it is your duty as Citisens to arm your Selves and resist the Conscript act or you are purgered men this is not only the Case once but I am Creditably informed that he has bin using his best Exertions to Effect a rebellion among the germans and others in that part of the County now Sir I together with a great many others think this a thing two outrgeous to be looked over and your attention
Is respectfully Solisited to attend to this matter for there Is a good minny other Cases here in this County that Should be attended to in like manner of which if required I Can give you the names and the precise remarks for there declarations, of Some here is too redickelas to be looked over any longer now Sir if your honor please I wish you to attend to this I will give you the names of Some men of good Standing who heard the remarks of the above named in a Speech a Short time Since to those germans which has declared that they wont Submit to the laws of the d-d Abolition government any longer and are arming them Selves for resistince Mr [Amons?], Kelly and George W. McLaughlin living in the same part of the County hearde the remarks

Says there are great many disloyal persons in his county & one Edward Barrett made a speech the other day and advised them all to arm themselves to resist the conscript act. thinks they should be attended to.
