Sir: The bearer hereof Eleazear Kelly of Bureau Co in this state visits Rome to procure a discharge or furlough for his son Chas Kelly in Barrack Hosp No 2. From his statement I presume that the boy is on account of youth and physical disability unfit for further service. I would therefore request that he be examined as soon as possible with a view to his discharge or if not a fit subject that a furlough be granted to him to enable him to recover his health under the care of his friends
